House Resolution Introduced for Steroids

WASHINGTONThe Houseintroduced legislation similar to the Senate-sponsored bill SB 1780, otherwiseknown as The Anabolic Steroid Control Act of 2003, sponsored by Sens. Joe Biden (D-Del.) and Orrin Hatch (R-Utah).The House action, HR 3866 (The Anabolic Steroid Control Actof 2004), is co-sponsored by Reps. James Sensenbrenner (R-Wis.), John Conyers(D-Mich.), John Sweeney (R-N.Y.), Tom Osborne (R-Neb.) and Howard Berman(D-Calif.).

Like the Senate bill, HR 3866 also excludes DHEA from theamendment, and the list of anabolic steroids proposed for the ControlledSubstances Acts are the same. The differences seen in the House resolutioninclude increasing penalties for those manufacturing or distributing anabolicsteroids near or at a sports facility; striking language seen in the Senate billthat would require the commissioner of the Food and Drug Administration (FDA) tostate whether or not androstenedione is lawfully marketed; and not including asection on prevention, education programs or a national drug survey that islisted in SB 1780.
